The Presidential Management Fellowship

The Presidential Management Fellows (PMF) Program is a two-year training and leadership development program established by President Jimmy Carter in 1977. The program’s primary goal is to attract and place exceptional scholars in leadership positions within the federal government.

Eligibility of the Presidential Management Fellowship

If you’ve recently completed an advanced degree, such as a master’s or professional degree, you’re eligible to apply. You can even submit multiple applications, but keep in mind that being selected as a Finalist may impact your eligibility for future applications.

Program Administration

The PMF Program Office at the U.S. Office of Personnel Management (OPM) oversees program management. Applications typically open in late summer or early fall, and Finalists are selected based on their background, achievements, application materials, and test scores. Selected Finalists are appointed to two-year exempted service positions.

Application Process

The application process includes an unsupervised online assessment with four sections: Situational Judgment, Life Experience, Problem Solving, and Writing. Finalists are selected based on key competencies such as flexibility, integrity, interpersonal skills, public service motivation, and problem-solving ability.
